INGHAM, Qld, Feb 4 AAP - Flood-bound north Queensland is braced for another cyclone,
but deputy premier Paul Lucas reckons the region's so wringing-wet already it can't take
any more.

"It's like pouring water over a wet towel," Mr Lucas told AAP on a visit to the most
drowned area around Ingham, between Townsville and Cairns on Wednesday.

"If we get another cyclone that dumps more water the ground can't take any more."

The wife of former bikie boss HASSAN "SAM" IBRAHIM has told a judge of her terror after
a string of incidents outside the family home.

KAREN IBRAHIM says the incidents include a man setting fire to a palm tree and a man
who put on plastic gloves and appeared to have a gun.

She was giving evidence today in Sydney's Downing Centre District Court at the sentence
hearing of her 46-year-old husband, who is the brother of nightclub identity, JOHN IBRAHIM.

SAM IBRAHIM has been found guilty of detaining a 15-year-old boy on April 1, 2009.

The boy was taken off the street and had a tooth knocked out before he was taken to
IBRAHIM and another man, but then let go after KAREN IBRAHIM said he wasn't the person
who had scared her outside the home.

The hearing's continuing.

The South Australian government says new renewable energy projects in the state will
get big tax breaks.

From July .. investors in large-scale renewable energy projects will get payroll tax
rebates for the labour associated with direct .. on-site construction.

Rebates will be set at a maximum of five million dollars for each solar project ..

and one million for every wind power project .. and will remain in place for the next
four years.

Premier MIKE RANN says the investment incentives will help SA reach its target of having
20 per cent of all electricity generated from renewable energy by 2014 .. and 33 per cent
by 2020.

NSW: Steven Spaliviero to face drug trial in March

SYDNEY, Aug 7 AAP - Sydney man Steven Spaliviero, the ex-boyfriend of Swedish waitress
Charlotte Lindstrom, is to stand trial on a drug charge next year.

Last month, the 44-year-old and two Melbourne men were acquitted of conspiring to murder
two crown witnesses and Spaliviero also was found not guilty of soliciting someone to
murder them.

In the NSW Supreme Court on Friday, Craig Everson, for the crown, said the drug charge
indictment was to be discontinued in that jurisdiction, but will later be presented in
the NSW District Court.

Spaliviero is accused of being knowingly concerned in the manufacture of a prohibited
drug in not less than commercial quantities.

The trial has been set for March 1 next year.

Lindstrom, 24, who gave evidence against him at the conspiracy trial, is serving a
minimum three-year jail term.

She pleaded guilty to soliciting an undercover policeman to be a hitman to kill the
crown witnesses.

Federal MPs have been put on standby .. as the parliamentary wrangle over the RUDD
government's 42 billion dollar economic stimulus package is thrashed out today.

The Senate's scheduled to resume sitting at nine am (AEDT) .. to consider a package
of amended bills passed by the lower house late on Thursday night.

But in a sign the government has yet to strike a deal with Independent Senator NICK
XENOPHON .. the House of Representatives has yet to formally rise for the sitting week.

It's adjourned until "the ringing of the bells" .. indicating the lower house may have
to consider Senate amendments to the package.

Senator XENOPHON torpedoed the package yesterday .. and is holding out for a better
deal for the Murray-Darling Basin.

He held talks with Treasurer WAYNE SWAN last night.

New findings show financial pressures are forcing mothers to work .. despite more than
two-thirds preferring to be at home with their children.

The results of a Galaxy online survey .. published in The Daily Telegraph newspaper
today .. shows only seven per cent of mothers return to work after having children because
they feel their career is important.

A similar proportion of mothers return to the workforce because they want a break from
the family .. but others are heading back to work to make ends meet.

Around one thousand adults were surveyed for the poll .. with one Sydney working mother
citing increased living expenses .. including the cost of petrol .. as part of the reason
she must put her children in care two days a week while she goes to work.

WA: Two men survive light plane crash in Eneabba

PERTH, Dec 16 AAP - Two men have escaped serious injury after their light plane ripped
apart in a crash landing in Western Australia's northern wheatbelt.

Insp John Gibson said the two men from Eneabba, about 280km north of Perth, crash landed
in a paddock at the Rainbow Valley Farm, about 7km north of the small farming and mining
town about 1pm (WDT) today.

Police and emergency services were called to the crash scene in WA's midwest region,
just before 1pm (WDT).

Insp Gibson said it was understood the plane crashed as the men, aged in their 50s,
approached a farm airstrip.

"The very early indication is that it was coming in to land, it may have hit power
lines and the fuselage has been ripped in half," he said.

A St John Ambulance spokeswoman said the men were being airlifted to Royal Perth Hospital
in Perth this afternoon with non-life-threatening injuries.

She said one of the men had injured his right ankle and sustained head injuries and
the other had minor injuries.

Telstra could be prevented from closing down its CDMA mobile phone network in the bush
.. if the government's not happy with the replacement service.

Deputy PM MARK VAILE says the government has the power to make the decision because
Telstra is the monopoly provider.

Telstra wants to close the CDMA analogue service as early as December and replace it
with the Next G digital service.

Mr VAILE says it's not about threatening Telstra .. but he says the government simply
wants the company to deliver on its commitment.

Telstra says it won't stay quiet if it's unhappy with the competition regulator's behaviour
during any sale of the government's stake in the company.

Public policy head PHIL BURGESS says Telstra will not guarantee to refrain from public
slanging matches if the Australian Competition and Consumer Commission makes adverse decisions.

Mr BURGESS and Telstra chief executive SOL TRUJILLO have been vocal critics in recent
weeks of decisions by the competition regulator on the prices it can charge rivals to
use its copper-wire network.

Fairfax newspapers report today ministers sought assurances from the Telco's chairman
DONALD MCGAUCHIE about the company's behaviour during a sale process .. before Prime Minister
JOHN HOWARD and senior ministers met to discuss the matter late on Tuesday.

Mr HOWARD has refused to give any indication about progress in the government's decision
on whether to proceed with the full sale of Telstra.

The Australian Automobile Association (AAA) called on governments to increase investment
in roads to make them safer.

"The roads themselves are more important in road safety than most people think. We
can avoid crashes by redesigning roads to make them safer," the peak motoring body said
in a statement.

"Often it is the road itself that either causes the crash or turns what could have
been a minor crash into a killer."

Just a fortnight after pushing it off the agenda, the federal government is to have
another look at selling health insurer Medibank Private.

Finance Minister NICK MINCHIN says a new study will be conducted into selling off the
insurer which made a profit of almost $45 million in the last financial year.

The news comes just days after Prime Minister JOHN HOWARD conceded the idea of selling
the company was well down his list of priorities.

A previous study, conducted in 2003, swayed the government against selling the company,
which has almost 30 per cent share of all private insurance policies.

At the time, Medibank Private had reported a $175 million loss for the 2001-02 financial year.

Senator MINCHIN has told ABC radio that since then, the company has turned its operations around.

Quick action by neighbours and firefighters saved a Melbourne Christmas decorations
factory from destruction early this morning.

Firefighters have praised neighbours for immediately alerting emergency services when
they heard explosions and spotted flames at the Christmas Cave in Wellington Street in
Collingwood about 12.45 am (AEDT).

Metropolitan Fire Brigade Commander COLIN HARRIS says the large factory is situated
between two fire stations and firefighters were on the scene within minutes.

Commander HARRIS says the fire has been contained to three rooms and most of the stores
of Christmas decorations were spared.

He says the damage bill is expected to be about $90,000, with some structural damage
to internal walls, ceilings and Christmas decorations and to wiring contained in the roof.

Timely delivery of spare parts around the world can be a daunting task, given the number of countries involved and the diversity of language. But for Fiege ecm, a third-party logistics provider based in Greven, Germany, that task is make easier by technology.

Fiege handles all non-U.S. distribution of spare parts for three U. S.-based companies--Ingersoll-Rand International Bobcat, Clark Material Handling, and the Spicer Division of Dana Corp. In total, the 3PL distributes to more than 600 dealers in 75 countries outside of the United States.

A wide range of procurement, storage, and distribution activities are provided for these clients. Fiege also provides such non-traditional services as debt and credit accounting as well as cash management. By outsourcing all of these services, the U.S.-based companies' goal is to provide the worldwide network of dealers with spare parts quickly and cost effectively.

The Fiege Logistics Center in Mulheim, Germany, is responsible for managing this complete logistics chain. The center features a direct link to the European highway network as well as to Europe's largest inland port in Duisburg, where most of the approximately 82,000 spare parts arrive from the United States. A further advantage of the site is its proximity to Rhine-Ruhr International Airport in Dusseldorf, which offers easy access for one-day outgoing parts distribution.

Keys to success: IT and Internet

The center's previous data processing system had been developed specifically for its customers in COBOL and Assembler, and ran on an IBM 4381 system. This system had certain problems, including lack of multilingual capabilities. Software maintenance and service was another major issue. Plus, it was not particularly responsive to changing market demands.

In light of the demand for quicker and more responsive turnaround, Fiege suggested linking a software system with an Internet solution. This would guarantee that the worldwide network of dealers could have online access to the Mulheim warehouse and parts inventories. Of course, the system also had to be able to process orders immediately and handle everything up to shipping through the paperless IT system. Fiege needed to link up the Internet technology with continuous access to the warehouse computers and the material management system.

After considering various existing software products, Fiege and its customers agreed on the SAP R/3 system, since this standard system already provided many of the needed functions, such as handling multiple clients, languages, and currencies. An c-commerce system would provide the basis for liege's own business-to-business solution via the Internet.

The system would not only add functions to the software, but also would make it possible to conduct online business for all parts replacement requests. SAP R/3 and the Internet transaction server would automate as many aspects of sales and paperwork as possible.

IT processes and ordering by Internet

The system is streamlined and efficient. Dealers can either place orders with the service department of the Logistics Center in Mulheim through the Internet or conventionally by phone or fax. The Mulheim call center can enter orders in five languages.

Every dealer is given password-protected access to the system, including access to all relevant spare parts stock. After logging into the system, the dealer can check if an item is in stock by entering the part number. Should a part not be in stock, the Logistics Center orders it from the manufacturer to be sent either to Mulheim or directly to the dealer, based on the customer's needs.

When order data is entered, the system automatically checks availability online. As soon as all the order data has been entered, the order is confirmed and the items are reserved.

When a dealer's order has been entered, it immediately appears in the SAP screen. Every delivery service provider, forwarder, and airline that dealer has used in the past can be seen and selected by a simple mouse click. Fiege transfers data from the transport company into the system so that it can monitor shipment to anywhere in the world.

As soon as a part number and quantity are entered, the SAP system immediately checks on availability. The dealer then receives information about availability, number of pieces per packaging unit, recommended price, net price, and weight per unit of the part.

All parts, great and small

Orders can be flagged with up to five different categories and priorities, which trigger different delivery speeds. The Fiege stockroom clerk processes orders using a PC in the warehouse according to the delivery priorities shown and the amount of time allocated for shipment. All told, there are approximately 82,000 spare parts managed in the warehouse, and some 220,000 in the SAP system (including old parts), 40,000 of which are small parts like screws, valves, and gaskets.

After the ordered items have been commissioned and packed, an automatic conveyor brings the packages to the final checkpoint, where they are weighed and banded. At this time, the SAP system registers the package as ready for delivery. An address sticker is produced automatically and affixed to the box. The package information is transferred to the shipping department, where the necessary shipping documents are printed.

All the required customs documents and trade statistics can be drawn up and sent to the on-site Customs office at the Mulheim center. As soon as the shipment is passed on to a carrier, the clerk reports thc shipment to the IT system. When the order has been shipped, an invoice is prepared and sent Out the next working day.

The customer and the sales department can monitor the status of an order at any time using the Web site by entering the order number, the part number, or the order date. In addition, the dealer can enter a range of dates and get information on all of its orders and invoices for that period.

Fiege stocks only original parts -- the same ones that are used in assembling the original equipment in the U.S. The Mulheim Logistics Center orders the parts and components directly from the suppliers. In the event that a particular series of equipment is replaced by another or dropped from the line, Fiege's customers guarantee their dealers that all necessary parts will be in supply for 10 years.

Availability of spare parts is a critical factor in Fiege's success. On average, 95 percent of the new parts are in stock. This high value results from an ingenious stock-keeping system: Each time a part leaves the warehouse, the IT system re-calculates which items have a fast or slow turnover rate.

The result: First-class global service around the clock

For Fiege's clients, ordering by the Internet brings multiple benefits. It not only eliminates language barriers and the errors they can lead to, but also makes it possible to place orders at any time, independent of continents or time zones. In addition, all of the dealers now have their own Fiege log-ins, which allow them to check on availability of parts and delivery times, and prioritize orders, such as marking certain items for express delivery.

A picture Monday accompanying a story about a fund-raising event Sunday for retired greyhound racers could have misled readers. The picture showed a man attending the event who was carrying his 9-month-old son and his Italian greyhound. His greyhound was identified as a puppy; it was not. Moreover, it was not a retired greyhound racer. The Syracuse Area Greyhound Adoption organization, which sponsored the event, places retired greyhound racers over 2 years old with families whose children, if any, must be over 5 years old.

It was a doggie reunion Sunday at the first Greyhounds on the Lake picnic fund-raiser at Onondaga Lake Park.

About 100 people and 60 greyhounds gathered at the Cold Springs picnic area. Syracuse Area Greyhound Adoption organized the event, which raised money that will go toward the cost of preparing the dogs for adoption. The group is planning to have the fund-raiser as an annual event. The organization raised about $2,100.

"It's just fun to bring everyone back together," said Bridget Lichtinger of Liverpool, the group's fund-raising director.

The dogs said hello to one another as dogs do - lots of nose-to-nose and head-to-tail sniffing, and there were kisses and hugs from their human counterparts. It was a time for old friends to get reacquainted as some of the dogs were reunited with the people who prepared them for adoption.

The group makes sure that a dog has all its vaccinations up to date, has been spayed or neutered, has been tested for heartworm and has had its teeth cleaned before it arrives at its new home, Lichtinger said. Each dog costs the group about $400 to prepare for adoption, she said. If it has any other medical conditions, such as a broken leg, the group will pay the costs associated with getting the dog treatment, she said.

The group charges a $240 adoption fee.

"More or less we lose money on our adoption fee," Lichtinger said.

The Syracuse group travels about once a month to the Plainfield Greyhound Park, a dog-racing track in Plainfield, Conn., where they pick up retired racers waiting for a home, said K.C. Lynch of Canastota, president of the nonprofit, volunteer group. It places about 35 to 40 dogs in homes annually, Lynch said. The group does home visits with families interested in adopting a greyhound to make sure the dogs and family members are well matched, she said.

"They've worked hard. We're looking for a family that's committed to the dog for the rest of the dog's life," said Dale Brachtenbach, who helps match the dogs and families.

Brachtenbach, of Watertown, volunteers to help profile the dogs, gauging their personalities; takes their pictures so the group can post them on the Internet; and fosters some of them before they go on to their new homes. The dogs have never been inside a house, and some things, such as stairs, are new to them. They have to learn how to go up and down, and they also have to be housebroken, Brachtenbach said.

He has four greyhounds of his own: Babs, whom he's had for six months; Gus, one year; Blu, about 18 months; and Ward, who was the first greyhound Brachtenbach adopted two years ago.

During a home visit, the group makes sure the home is suitable for a greyhound. There shouldn't be any children under the age of 5 because the dogs, which typically weigh between 60 and 70 pounds and stand between 2 and 3 feet tall, could accidentally bump into and knock over small children.

The home should also have a fenced-in area for the dog. If a greyhound isn't contained, it runs, Brachtenbach said. And greyhounds run fast. They can reach speeds of up to 45 mph in three seconds, according to the Syracuse adoption group.

"They don't look left and they don't look right and they don't slow down until they're tired," Brachtenbach said.

It's the UK's largest net cafe chain but web access is not Internet Exchange's key revenue stream, says Yinka Adegoke

When Internet Exchange recently announced it had snapped up the Input/Output network in a deal that made it the UK's largest internet cafe chain, many new media industry observers were surprised that they had not previously even heard of the company.

Yet the acquisition of the 19 Input stores, for an undisclosed amount, saw Internet Exchange's (IE's) national coverage doubling to over 40 outlets spread across some of the most footfall busy areas in the country.

Even more impressive is the fact that these 40 wholly owned stores will hit the 50 mark by year end and are part of a larger European network of franchise and affiliate stores that currently tops 250 outlets. The network spreads from the UK to France, Germany, Benelux and Spain so far.

The UK internet cafe sector has historically had a low retail and internet industry profile. One of the best known and oldest locations for net heads is Cyberia Cafe, launched back in 1994 by current Zoom UK MD Eva Pascoe in London's West End. But, as well respected as Cyberia is as the UK's first major branded internet cafe, its expansion has been limited to two more stores since launch.

The concept of internet cafes as a serious retail chain proposition was given its biggest boost by Stelios Haji-Iannou's easyEverything, which kicked off in June 1999 and is already hoping to float next year. So far easyEverything has nine outlets in the UK and on the Continent but has major plans to expand, opening another 11 stores in Europe and the USA by year end after securing a further 25m [pounds sterling] in venture capital funding. With sites at high footfall traffic locations, easyEverything focuses on price and convenience in keeping with its parent brand.

The Europe-wide network is the crux of IE's strategy. It is an in-store media sales mesh which allows it to leverage its clients' online advertising, promotions or general web presence into the IE high street outlets. Clients include Amazon, Clickmusic, Stepstone and Legal & General. IE sees itself as more than a place for customers to surf the Net and this same philosophy is spread into the look and feel of the stores.

Walking into some of the newer outlets, such as the London Baker Street branch, you would be forgiven for thinking you had accidentally strolled onto the set of TV series Friends. For the most part the stores are airy, spacious and modern with a mixture of hard and soft seating. The sleek flat-screen computers supplied by Fujitsu are either standalone on functional desks or fixed to the walls.

Chief executive officer Mark Hudson describes the stores as relaxing. He says: "It's like a hotel lounge. You can come in, have a coffee, read papers and then go online. You don't have to go online straightaway."

All the high street outlets, and some of the others in locations such as airports, motorway stations or the Millennium Dome, have an in-store coffee shop franchise/partner from one of the major coffee shop players. Partners include Starbucks, Coffee Republic and Costa.

The presence of the coffee shop is intricately linked with IE's history. Founded in 1996 by Robert Proctor, the first outlet in Whiteleys shopping centre in west London was a catering concern. But Proctor had more exciting ambitions than selling coffee and cakes and decided to open an internet side to the business. In 1997 the company raised 1m [pounds sterling] funding from Smedvig Capital and sub-let the coffee shop space in the stores.

At the end of 1998 it bought a media sales house called Mediafit, which brought the skills to sell advertising space, both online and offline, across a network of cafes.

Hudson, who joined in 1999 from Bain & Co, says that with seven stores and growing the company realised the cafes were a low cost media channel to market to individual and corporate customers. He says: "It's not designed like a cafe but as a customer collection machine. It's about creating a population to sell products and services to."

The outlets are a rare opportunity for individuals and advertisers to interact while the customer is surfing the Internet. Hudson says: "The Internet is a very remote medium and the cafes allow us a period of time during which we can influence the customer online through in-store marketing and staff activities."

This is where the company sees itself making its most profits. In an age where the cost of internet access is falling while access is becoming more readily available via mobile phones, personal digital assistants and digital television, IE believes its future lies with added value services to consumers and corporate clients.

This is the thinking behind driving footfall with its feel rather than cost. It charges on average around 3p to 7p a minute while its biggest rival easyEverything charges an average 1 [pounds sterling] an hour. But the easyEverything philosophy is fundamentally a numbers game, argues IE -- a `stack `em high, sell them cheap' approach if you like. Most easyEverything outlets use about half the space that IE uses per PC, according to Hudson. IE has about 30 PCs per outlet with the average store measuring 1,200 sq m.

The media sales network is a customer acquisition drive. All stores in the network, over 200 across Europe, feature in-store advertising for the client, with posters, desktop leaflets, mouse mats and homepage advertising all pointing to the client's site. The clincher is the staff who don T-shirts and caps featuring the client's logo or promotion and help drive customers to the site. IE is paid on a straight in-store/ online advertising basis but also per customer acquisition. The company can market clients' product and services to its registered member base, which stands at around 120,000.

The other side of its corporate offer is its in-store training facility, available to companies and individuals. It is an especially margin-friendly part of the business and has been given a huge boost by the Input/Output stores.

These stores, all located in local libraries, will be "subtly" transformed to the IE brand, says marketing manager Alison Bell. There is a chance they will be called Internet Exchange Learning Centres but a final decision has not been made. The Input stores have had minimal branding and a more spartan look than IE stores but management is expecting to change this look as well.

The company is not pushing its retail brand aggressively nationally. It has concentrated on local marketing where its stores are based. But this is set to change towards the end of the year as it looks to a big push in the run up to Christmas.

The internet industry is already talking about the importance a chain like IE could have in making the Net a reality for first timers and convenient for workers as numerous companies begin to clamp down on internet usage during working hours. But Hudson reveals that internet access now accounts for less than 30 per cent of revenue so it is clear that its added value/corporate approach is essential for its long term future. In the meantime IE is hoping to weather its current losses in time to be able to hit the stock market in the none too distant future.
